 Really bad breath

Roomba is our first Staffie. Our oldest daughter shows and judges Pyrs and after a host of mixed breeds we have been through Pyrs as owners and rescue with an IG thrown in for good measure. Our last and greatest was a Canadian and American champion Ridgie (Bundu's Incident Commander) aka Dovi.
Being too old and slow to do justice to the breed any longer we decided to try a little Staffie that we obtained from Tammy Green in MI.
She is our own "crazy lady" and her call name of Roomba (yes...the floor cleaner) fits her well.
One thing that is troubling us is her bad breath. Having tried about everything we can think of in home remedies and purchased items along with consulting with our vet, we are at a loss to find a solution. Nothing seems to last longer than a few minutes at best. All this leads us to wonder about it being inherent in the breed or something more digestive in nature.
We look forward to anything helpful in response.

It's not a common trait in staffies, is it a fishy smell?
Has your vet ruled out her anal glands?

Smell ranges from fishy through very foul to rotted flesh and the anals have been ruled out...the smell is actually worse than that. We have expressed anal glands ourselves and are familiar with that. We have experienced breath problems in some of our other dogs, but nothing quite like this and we were always able to mitigate the problem at least for an extended period of time in the past. The teeth and gums are clean and look healthy. Our initial thought was bacteria in the mouth due to the heavier flues, but we should have been able to clear that up with everything we have tried. I am currently pondering the potential use of a hydrogen peroxide spray as a possible cure, but don't want to administer too much.
